Updated title of this bug after upgrading to the new Ubuntu 25.10 release. Bug (design feature) still remains... For the log in display prompt the OS is trying to use the external monitor at its highest possible sync rate of 165Hz, regardless of the fact the physical connectivity to the monitor (DP 1.2) inherently can't support 165Hz, leading to a blank monitor screen (torn sync banding). Once logged in however the user defined settings for the second display are picked up and used for the external monitor (i.e. 100Hz refresh rate) to show a perfect additional desktop.
