The next LTS upgrade will bring another major upgrade for Postgresql, and 
another test for pg_upgradecluster.
When that comes, what steps can I take to preserve information that may help in 
any diagnosis ?

As I noted earlier, pg_upgradecluster has worked for me on occasions in
the past - and has also failed before as well.

I can but try again ; though my fallback is always to keep full daily
datadumps, including drop/create statements ...

It would be good, however, to get pg_upgradecluster working consistently
!
