Apparently from what I understood from the sources, there is only one
file where LANG and LC_ALL env vars are checked, so the Rust version of
the 'date' command seems no yet ready or equivalent to the Gnu version.

To revert to Gnu Coreutils:
  apt download coreutils-from-gnu
  dpkg --install ./coreutils-from-gnu_0.0.0~ubuntu24_all.deb
  
Eventually, I will do that... or else I could convert date.c to date.rs 
independently from the uutils project. 

Thanks to close this "bug" report as it is not really a bug but an
incomplete porting of date.c to Rust.

Note: I worked as a "porting and data migration expert" for 10 years
when I was in France.
