Additional reference:

In Ubuntu 9.04 (Jaunty Jackalope), the source code still defined both
tunables as 0 (unlimited):

Ubuntu 9.04 (Jaunty Jackalope)
https://git.launchpad.net/ubuntu/+source/vsftpd/tree/tunables.c?h=ubuntu%2Fjaunty
> unsigned int tunable_max_clients = 0;

> unsigned int tunable_max_per_ip = 0;

In Ubuntu 9.10 (Karmic Koala), the defaults were changed to 2000 and 50
respectively:

Ubuntu 9.10 (Karmic Koala)
https://git.launchpad.net/ubuntu/+source/vsftpd/tree/tunables.c?h=ubuntu%2Fkarmic
>   tunable_max_clients = 2000;

>   tunable_max_per_ip = 50;
