I upgraded from 25.04 to 25.10 last week and saw this problem.

killall Xwayland did not solve the problem for me. I run emacs as
client - server (daemon) and killall not only killed my clients but also
the server (which may be expected?).

Yesterday I purged the repo's 30.1 and built emacs 30.2 (sic) from
source with '--with-pgtk' option and I can now drag frames.
