On ubuntu 24.04 I am attempting to use the i6300esb watchdog in qemu to
reset a VM when the kernel locks up.

I added i6300esb to /etc/modules-load.d/watchdog.conf
I set RuntimeWatchdogSec=default in /etc/systemd/system.conf

After a restart the systemd service systemd-modules-load then reports this:
Nov 13 22:02:59 granite systemd-modules-load[337]: Module 'i6300esb' is 
deny-listed (by kmod)
Nov 13 22:02:59 granite systemd[1]: Finished systemd-modules-load.service - 
Load Kernel Modules.

However if I manually run modprobe i6300esb and trigger a kernel panic
the system restarts as expected.

What is the correct way to override the blacklist entries shipped with
the kernel in /usr/lib/modprobe.d in this situation?
