You can reproduce this issue by installing initramfs-tools,linux-image-
generic,plymouth,plymouth-theme-spinner,fontconfig-config and removing
/etc/fonts/conf.d/60-latin.conf. Then `update-initramfs -u` will fail.
You can restore this config file by re-installing it:
sudo apt install --reinstall -o Dpkg::Options::="--force-confmiss"
