Public bug reported:

This is a fresh install of Kubuntu.  I've been able to configure
settings.  But I just tried to start systemsettings and get nothing.  No
window, no error message, just crickets.

There is nothing in the systemd log.  If I start it on the command line,
there is no printout and return code is 0.

Not knowing what else to do, I've included an strace -f systemsettings
of the failing run.
