I have the latest version of mutter. Pressing the shift or ctrl key
twice now works! Awesome.

Now a new problem is present. In some apps it works in some apps it
doesn't.

1. Make sure sticky keys is enabled
2. Open nautilus
3. Select a folder
4. Press and release the ctrl key and now select a second folder. You should 
now have two folders selected.
5. Observe that you can only select one folder

This also applies in different apps. F.e. In zed (code editor) if I use
the ctrl key and switch to firefox the ctrl key stays sticky.
