Looks like this is fixed in 25.10 and newer, and does not affect 24.04
LTS as you said. Hence the only affected version is 25.04.
The workaround is to do:
$ mkdir -p /etc/systemd/user.conf.d
$ cat > /etc/systemd/user.conf.d/default-limit-nofile.conf << EOF
[Manager]
DefaultLimitNOFILE=1048576
EOF
$ systemctl --user daemon-reexec
Given (a) only 25.04 is affected, and (b) an easy workaround exists, I
don't think we will SRU a fix for this to 25.04.
