This bug is still present in Gutsy.
I added the following code:
# Check if the root file system is non local (e.g. nfs), exit if it is.
[ `df -l / | wc -l` -eq 1 ] && exit 0
quite early in /etc/dbus-1/event.d/25NetworkManager &
/etc/dbus-1/event.d/26NetworkManagerDispatcher to fix it.
