That sounds like some kind of a buffer desync.
When the static next starts, try running
systemctl --user restart wireplumber pipewire pipewire-pulse
If that fixes it temporarily, then it's definitely a Pipewire issue
rather than something lower level.
Also take a look a pw-top (available in the pipewire-bin package) when
the static starts, and note whether the number in the ERR column is
climbing, that would imply pipewire is loosing sync with the hardware.
Maybe the HDMI hw is power saving and when it wakes up you're seeing
some clock drift? There are ways to tell Pipewire/Wireplumber to never
suspend the HDMI sink, which may help, but please first verify it's
definitely a Pipewire issue.
