KDE 6.5.4 on kubuntu 25.10

This was an upgrade from 25.04
I have an external monitor on 200% scaling. KDE settings has an SDDM 'control 
panel' with the option to "Apply Plasma Settings...".
This appears to work : I click apply and I am asked for sudo password.
However, at the next login, the scaling is 100% and the monitor is oriented on 
the wrong side (external monitor to the right) which is probably a default 
setting.

in /var/lib/sddm there was no .config directory. I created this, and it
was populated by a quite a few files

One of those files is kwinputputconfig.json
It does have an entry for the second monitor, and it shows a scale of 2 and 
there seems to be orientation information as well.

But this file was not created by the SDDM control panel until I created the 
.config directory, so that might be a bug
And even though it is now created, sddm is not using it.
The last mod on the attachment follows me using the "apply" button on the SDDM 
control panel.
