To pass the energy star cert, the ASPM feature on RTL NIC should be enabled.
[Fix]
Enable the ASPM feature on more new Dell platforms, the family names are used
on the new Dell platforms.

1. check the value of /sys/power/suspend_stats/total_hw_sleep
2. suspend and resume the system
3. the value of /sys/power/suspend_stats/total_hw_sleep increases
[Where problems could occur]
The listed family names are used in the new Dell platforms, so should not
impact the existing platforms. And Dell will push Realtek to fix the ASPM issue
found on RTL NIC.
