For me -- yes.

My setup also places the new external monitor on top (and slightly to the left 
of the internal monitor, 
since the external one is wider).

I've used that setup for a few years, and gnome-shell used to remember
which app was on which window as I unplugged/re-plugged them.

I've filed an upstream issue, after not finding an existing one that
matches my experience:
