Terminal is a GTK3 application which wouldn't be impacted by this update. Indeed I could reproduce the bug you mention without installing the update, in Ubuntu 24.04. The way to reproduce it is to drag from the gnome-shell top bar, rather than dragging from the application title bar.
I don't think this warrants verification-failed since it's not caused, nor affected, by this update. But it's probably important enough that we should try to fix it at the same time, as you'll now be able to drag&drop all GTK4 apps as well which means more opportunities to trigger the it.
