Public bug reported:
libproxy1-plugin-gsettings and libproxy1-plugin-networkmanager have been
transitional packages since Ubuntu 24.04 LTS. Those transitional
packages are no longer built since they are no longer needed. Their
functionality is included in libproxy1v5. libproxy1v5 is already
installed by default (libsoup-3.0-0 depends on glib-networking which
depends on libproxy1v5) so you can simply remove both libproxy1-plugin-
gsettings and libproxy1-plugin-networkmanager from your seeds and
metapackages.
