This is a common pattern for packages to deal with build dependencies
only being available on some architectures; to build-depend on them and
let the other architectures dep-wait; so as to avoid having to patch all
reverse-build-depends when a package starts building on a new
architecture.

In this case, nullboot code builds on all architectures, but it needs a
shim to build the package. Therefore, as soon as a shim becomes
available on an architecture, nullboot can be built immediately without
a further upload.
