I tried to reproduce this issue in an Ubuntu 25.10 virtual machine, but I failed: gnome-control-center correctly shows "CET (Bratislava, Slowakei)". Your "Bratislava TZ - wrong time displayed.png" shows "UTC (Bratislava, Slovakia)". So there must be a difference between your system and my VM.
