Thanks for the report, Jeremy. It looks like someone tried to report this upstream[1], but it was closed as "not-our-bug". Maybe some additional context (which you may be able to provide) could help steer the discussion upstream?
Second, based on this comment[2] from the gnome-shell bug, it sounds like looking into the mutter/gnome-shell interactions more is worthwhile. I have not done that yet in detail. I am adding tasks for other packages to get some input from others on desktop side of things.
