-proposed packages, by default, are given a lower priority than packages
not in -proposed and need to be specified manually instead of being
upgraded to by a blanket apt upgrade.

I'm hoping to get around to testing this myself soon, but in the
meantime, manually specifying the apparmor package from -proposed should
fix your issue.
