Thanks for explaining the current situation, and for opening bug
2130851.
I do not personally see a strong *need* to have wtmpdb support in
openssh specifically. From what I can tell, it's more of a nice-to-have,
which is why I originally dropped the dependency rather than starting an
MIR.
So, I have uploaded your patch from bug 2130851 to hopefully balance out
the openssh and wtmpdb interactions in the mean time.
If this MIR does eventually go through, I am happy to revert both
changes.
