SRU Justification

[Impact]

* Microsoft requested patch to improve RX buffer handling in MANA
driver. Previously reverted as part of LP: #2131828, this patch looks to
reintroduce the proper functionality with added fix.

[Fix]

* Jammy: backports of the following patches:
  - 1705341485ff: "net: mana: Improve mana_set_channels() in low mem 
conditions" upstream
  - 730ff06d3f5c: "net: mana: Use page pool fragments for RX buffers instead of 
full pages to improve memory efficiency." from linux-next

[Test Plan]

* Compile tested
* Microsoft tested

[Regression potential]

* Changes are localized to MANA. Possible regressions could result in
unexpected behavior of MANA driver.
