fwupd used to be bundle the EFI application in the same source package.
We separated them so that SRU (and release) are easier.  It looks like
this documentation might need some clarification for that.

Yes; A bunch of changes happened in 2.0.17 that wouldn't pass
autopkgtest without the debian/ fixes.  It would be a lot more work to
"not" make those changes.
