Thank you for your bug report. Indeed that's still an issue on Noble but
also Questing

$ msgunfmt /usr/share/locale-langpack/fr/LC_MESSAGES/util-linux.mo | grep -A1
"Flags:"
msgid "Flags:"
msgstr "Drapaux :"

The translation is correct in the source package,
https://git.launchpad.net/ubuntu/+source/util-linux/tree/po/fr.po?h=ubuntu/noble-devel#n17858

Which means there is an incorrect override in the launchpad translations
database

Checking launchpad
https://translations.launchpad.net/ubuntu/resolute/+source/util-linux/
> This source package is sharing translations with Util-Linux-ng head series.

which made it try to share translation with an years old outdated import
on lp:~vcs-imports/util-linux-ng/trunk

I've removed that sharing link there that should make the source package
translations imported instead of next upload.

https://translations.launchpad.net/ubuntu/resolute/+source/util-
linux/+pots/util-
linux/fr/+translate?start=0&batch=10&show=changed_in_ubuntu&field.alternative_language=&field.alternative_language-
empty-marker=1&old_show=changed_in_ubuntu²

Shows that no translation has been overwritten in launchpad which means
the import should fix the incorrect string

The incorrect translation can be seen on
https://translations.launchpad.net/ubuntu/resolute/+source/util-linux/+pots/util-linux/fr/4179/+translate

And noble equivalent
