On a multi-AP Ubiquiti network, when roaming between APs, the system is
experiencing a deadlock in the mt7925 WiFi driver during connection
attempts. Multiple processes are stuck waiting for locks:

NetworkManager (PID 2837) - blocked trying to communicate with the WiFi hardware
kworker/u64:51 (PID 79092) - stuck in mt7925_mac_link_sta_remove trying to 
cancel work
Multiple other processes (wpa_supplicant, goa-daemon, evolution apps) - all 
waiting on NetworkManager

Root Cause
The driver is attempting to authenticate with WiFi access point 
d8:b3:70:dc:4d:cf but got stuck at:
[12802.820969] wlp194s0: authenticate with d8:b3:70:dc:4d:cf
[12803.184753] wlp194s0: send auth to d8:b3:70:dc:4d:cf (try 1/3)
The system then hung for ~143 seconds before reporting blocked tasks.
