Public bug reported:
In Debian and Ubuntu, we ship /usr/share/dbus-1/system.d/systemd-
localed-read-only.conf to prevent certain DBus calls to systemd-localed,
as they are not compatible with Debian-specific configuration such as
/etc/default/keyboard.
This appears broken on at least resolute and questing, as the DBus calls
are allowed anyways. It appears related to how dbus-daemon orders/parses
configuration, because moving the file or manually including the same
policy elsewhere fixes the problem.
