I can validate that the issue, which happens on 4.6.2-1ubuntu0.24.12, is fixed in 4.6.2-1ubuntu0.24.04.13:
Open Files, maximize by dragging to the top bar, then drag down from the top bar, repeat 20 times, crash did not happen, and the window follows the finger, although an offset might happen.
