do you have a project we can run and reproduce? The issue is a change to `make` in LTS Ubuntu will affect every single project (as all debian builds utilize make). We need to weigh the possible affects with blast radius -- we've been running that version of make in automated builds in Ubuntu for 2 LTS and many interims and haven't run into the behaviour. So it's not a "it's not happening," it's a need to weigh the stability of a critical build tool.
