This is done on purpose by faad.
When parametric stereo (a codec tool in HE-AAC v2 which downmixes a
stereo source into a mono stream) is implicitly signaled, a mono stream
may later transform into a stereo stream after initialization, and from
what I could see in the faad sources, this has been known to cause
applications trouble, so faad initializes stereo unconditionally as a
convenience to those users.
It's an unfortunate tradeoff, but I defer to upstreams' experience for
choosing it. I will close this as Invalid, since this is not a bug on
the Ubuntu side.
