I have observed the same while upgrading from 24.10 to 25.04. do_release_upgrade was already stuck when downloading the release information from https://archive.ubuntu.com/ubuntu/dists/plucky-updates/main/dist-upgrader-all/current/ReleaseAnnouncement?lang=en_US
I had to do "sudo sysctl -w net.ipv6.conf.all.disable_ipv6=1" (not 0!) to disable ipv6.
