sip4 has been removed from Debian (removal bug:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1059648), is abandoned
upstream.
It seems that sip4 was built for Qt4, which software-properties-qt no
longer uses, so maybe this is just a vestigial dependency? If not, sip6
(binary package: python3-sipbuild), supports Qt6 and is in the archive.
