Problem booting kernel linux-image-6.17.0-9-generic from noble-proposed,
on a Dell Latitude 7320 laptop using Intel VMD aka RST and an NVMe
drive.

The kernel boots but seems to not be able to initialize VMD/NVMe:

This regression was likely introduced in:

Bad commit: 54f45a30c0d0153d2be091ba2d683ab6db6d1d5b
"PCI: Don't skip child bus reset if parent has already been reset"

And then fixed in:

Fix commit: e433110eb5bf067f74d3d15c5fb252206c66ae0b
"PCI: Fix VMD domain reset regression introduced by 54f45a30c0d0"
