Public bug reported:

The arp-scan package is missing arp-scan itself! Indeed, running `dpkg -V 
arp-scan` returns the following:
missing     /usr/sbin/arp-scan

I have tried running `apt purge arp-scan` and then re-installing to no
avail. I have also downloaded the .deb manually and confirmed after
extracting the contents that the actual arp-scan executable is indeed
missing.

So I think that, in addition to the .deb in the repository being corrupted, 
there are a couple of additional issues:
1) A corrupted .deb was allowed in the repository in the first place -- surely
   there ought to be some sort of automatic check?
2) All of the package management tools (including the automatic updater) happily
   installed this package, removing the previously installed executable, without
   checking.
