The build from PPA:
https://launchpad.net/~slyon/+archive/ubuntu/lp-2129178-pvscsi is now
adding a new "ovmf-legacy" package, which ships
/usr/share/ovmf/OVMF.legacy.fd. This firmware image is equivalent to the
64-bit 4M build of the common "OVMF.fd" image, except for adding the
flags from comment #3.


So "apt install ovmf-legacy" and pointing QEMU to 
/usr/share/ovmf/OVMF.legacy.fd should make the PVSCSI usecase work. Please help 
with testing and let me know if this makes it work for you.
