Where the translations are shipped doesn't make a difference to the system so that's not a change over previous version of the package, out of the fact that it generates now a binary without actual content which is a bit weird (we already have a few similar cases).
The way the translations system works is that pkgbinarymangler will build a translations tarball including the .pot and .po files from the source package at the end of the build. The .pot is used to build an index of the translatable strings, the .po are imported in the translations database. Often upstream tarballs / sources packages don't include an uptodate .pot, dh_translations is an answer to that problem, it generated an updated .pot catalog.
