Autopkgtests are passing.

Packages are installable on noble and plucky.

Verified the builds are working on noble and plucky with the steps
provided by the SRU test plan: https://github.com/canonical/dotnet-
source-build/blob/main/docs/SRUTestPlan.md

The command `dotnet sdk check` (part of the verification plan) failed as
expected. It queries a JSON release database generated from Launchpad
packages available in -release, -updates, and -security
(https://github.com/canonical/dotnet-release-file-generator) to verify
if new SDK versions are available.

Since this is a NEW package, still in -proposed, the database has not
yet included .NET 10 as an available version for both noble and plucky.
Once this package migrates to -updates, the release database generator
will pick it up and update the database JSON file accordingly.
