All reverse deps are happy, except one.

UHD built fine:

But amd64v3 (and only that) is uninstallable per https://ubuntu-archive-
team.ubuntu.com/proposed-migration/resolute_uninst.txt

Only  libuhd4.9.0-dpdk-tests though, the others can be installed.

is happy
let us do this for real and see what happens if only libuhd4.9.0-dpdk-tests 
shall be added.

Ok, that state is the same in resolute-release already.
Adding UHD from proposed is not needed.
So how did it migrate before and what exactly is wrong here now?
