Scenario: (squid-openssl 6.13, Ubuntu 24.04.3 LTS)
Issue Description: Using the tool...
squidclient -p 3128 mgr:info
it can be observed that the "Maximum Resident Size" grows progressively.
After several days, it exceeds the limit defined by cache_mem in
squid.conf multiple times.
Comparison: This behavior is not observed when using squid-openssl 5.9
on Ubuntu 22.04.5 LTS.
