Hmm. In this case, the Debian maintainer [who does not contribute directly to Ubuntu] does not consider this package good enough for Debian stable releases.
I think in previous cases like this, once we have been informed of this situation, we have at least removed the package from devel release and either removed the package from devel -proposed or kept it in -proposed with a block-proposed bug.
