libconfig-inifiles-perl is in main for noble and appears to only have
been demoted to universe in April 2025. devscripts now depends on
libconfig-inifiles-perl.
Debcrafters is subscribed to this package.
I'm hoping we can use a stub MIR instead of the full process in this
case.
