In KDE neon, kwin-wayland still has a dependency on kwin-common, as of now:

KDE neon removed the kwin-x11 package in May, but the last version before it 
was removed still had kwin-common as a dependency:
https://invent.kde.org/neon/kde/kwin/-/blob/c24574fe07a4f1e82dfc5110d3b799ed7fec8769/debian/control#L197

So the KDE neon people seem to think having that dependency is a good
idea :)
