Gemini suggests it's an architecture difference (z13 vs. newer version)
on the "selgr" instruction that belongs to Miscellaneous-Instruction-
Extensions Facility 3.
From this table it looks like this is for Z15-

I am not sure if this is expected.
To revert this I have to:
1. Manually install the libc-bin_2.42-0ubuntu3_s390x.deb
libc-dev-bin_2.42-0ubuntu3_s390x.deb
2. run sudo apt install --fix-broken to remove the broken
libc-gconv-modules-extra
3. Manually install the libc6_2.42-0ubuntu3_s390x.deb
