Public bug reported:

When requiring to configure a display brightness, if the current, in
use, display does not have/display a brightness setting, the setting of
brightness for the target display for brightness, cannot be set.  To
accomplish the target display brightness setting one must make it the
current display. This can be problematic for users with various laptop
docking combinations (or display default when using a laptop when NOT in
the dock.

This may be considered a feature choice, but others have also reported
it as a problem with using Ubuntu 24 LTS. (E.G.

The brightness setting for a display has been groomed under "Power"
settings. While it does affect power consumption, it is definitely NOT a
power setting, it is a display setting.  I.E. Consequently its
appearance gets misaligned with the current display in use.

For example, when trying to brighten the open screen of a laptop that is
not the primary screen, it is necessary to disconnect the primary
screen.
