I'm not sure what the intended behaviour here is. It sounds reasonable
that the popup could be either the oldest or the newest notification (or
multiple notifications).

So this may not be a bug. If you think it is a bug and would like to
pursue it further then please start by deleting all local extensions:

  cd ~/.local/share/gnome-shell/
  rm -rf extensions

and then log in again. If the problem persists after that then please
report it to the GNOME developers at:

  https://gitlab.gnome.org/GNOME/gnome-shell/-/issues
