Startup Applications does not have minimize or maximize buttons AFAICT,
so maybe you have some hidden setting enabled. Although I note that
minimize (hide) and maximize functions do work if you right click the
titlebar and use the window menu.

dconf dump / > changes.txt
and attach the resulting text file here.
