Ok, I found that fc-cache has a fixed sleep of two seconds at the end, to ensure that timestamps in old filesystems (like FAT) are consistent https://gitlab.freedesktop.org/fontconfig/fontconfig/-/blob/main/fc- cache/fc-cache.c?ref_type=heads#L425 Without it, the cache regeneration needs only about half a second.
