Public bug reported:
For Ubuntu Questing and above, the risc-v ISA baseline was upgraded to RVA23.
However, by default, autopkgtest-buildvm-ubuntu-cloud will run the VM without
passing
a specific CPU argument to QEMU, which won't work for questing+ and results in
a kernel panic,
attempted to kill init because of the illegal instructions.
