I would say `--mark-auto` should prevent marking already-installed, non- upgradable packages as manually installed. Otherwise there is no way (to my awareness) to get "apt-get install, but never mark any packages as manually installed". Those particular semantics are necessary to upgrade a specific subset of packages without manually filtering out those packages that actually are upgradable.
