Could you try the LTS 6.8.0 kernel (linux-generic package) to see if
this is a regression with the HWE kernel?

It would also be useful to know if this problem is present upstream, for that 
you could try a mainline kernel build. The latest build we have for amd64 is 
6.18.1, available here: https://kernel.ubuntu.com/mainline/v6.18.1/

I see a lot of ACPI/BIOS errors in your dmesg output, these could be
kernel or BIOS-related. If you can ensure the BIOS is updated to the
latest version we can hopefully narrow down the problem.
